Peer review- complaints?

As an editor at TS, I try to keep up with what people are saying about peer review, both at the NIH and journals. Any complaints that are plaguing you lately about the process? I know people are saying the NIH review of its peer review doesn't change enough. do you agree?

Not sure if this is a complaint or not, but I am curious if anyone have gone through the NIH new scoring system. Basically, there are 3 reviewers that give you some comments on your grant and if your grant is not triage, you will get a final priority score. Problem is, as I notice, the score by those 3 reviewers does not reflect the priority score. I have grant that is triage that has good overall individual scores. I also have grants that has a priority score, have not so good individual scores. So what criteria do they follow to give score or even discuss?
